Viktor Bout, the international arms dealer dubbed “The Merchant of Death” has been denied bail in Thailand. Bout is awaiting the outcome of an appeal initiated by the Thai government seeking to overturn a criminal court’s ruling preventing his extradition to the United States. Bout is wanted in the U.S. for providing material support to a foreign terrorist organization, Colombia’s FARC, after being captured in a sting operation last year.
18 U.S.C. 2339B(d)(1)(D) prohibits the material support of foreign terrorist groups and grants jurisdiction over foreign nationals for violations committed abroad. Bout violated the law by providing arms to FARC, a designated terrorist group.
