The U.S. Justice Department’s Office of Professional Responsibility released a report clearing two attorneys who “authorized harsh interrogation techniques on terrorism suspects” during the Bush administration and after the 9/11 attacks. John Yoo and Jay Bybee previously had been found to have engaged in professional misconduct.
A federal prosecutor has been investigating whether to press charges against the interrogators who followed the orders. Human rights activists claim that harsh interrogation techniques, such as waterboarding, constitutes torture.
