Army Contracting Out Troop Rescue Operations in Iraq

The U. S. Army has awarded a contract to the Herndon, VA based firm Blackbird Technologies Inc. for troop rescue operations in Iraq.  This marks another step in the use of private contractors for what has historically been reserved as a military-only duty.  As these operations routinely require access to the most sensitive and accurate intelligence, Blackbird is only recruiting the best of the military, special operations servicemen, with the highest security clearances.   This $11.3 million sole source contract requires Blackbird to provide “staff and mission area expertise for [personnel recovery] operations,” gather and provide intelligence, and manage the rescue of people held captive or hostage.  This reallocation of critical manpower may make sense in light of the shift in focus from Iraq to Afghanistan.  Read more here.
